Charlie is an honorary alumnus of Old Dominion University and has advanced degrees for business and ministry from other institutions including a Doctorate in Ministries. He started his venture in business in 1958, after graduation from Great Bridge High School, first working for Henry Eagleton Company in Norfolk Virginia. In 1963, Charlie enlisted in the United States Air Force serving 4 years and was the recipient of the Air Force Commendation Medal. In 1974, Charlie and his wife Dorothy started their own small two-person business selling engineering and drafting supplies and in 1991, their oldest son Charles II joined them in forming Hackworth Reprographics Inc.

In the community, Charlie has volunteered countless hours in church, civic and other religious organizations. Currently he is a 37 year member of the Chesapeake Kiwanis Club serving as Treasurer and has held all officer positions including the Division Lt. Governor. He has served as the Virginia State President of The Gideons International joining some 28 years ago and has traveled to India, Honduras, Denmark, and Indonesia and recently to Tanzania Africa in support of the ministry of distributing God’s word. He has served as a chaplain for the Chesapeake Fire Department, the Billy Graham Evangelistic Association and is an active CISM chaplain for the Tidewater EMS. He is a Trustee with the Great Bridge Battlefield & Waterway Foundation, serves on the Southeastern Virginia Community Foundation and the Chesapeake Public Schools Educational Foundation. Charlie is the recipient of the 2019 Chesapeake Martin Luther King Leadership Award for Business. Charlie serves as President providing leadership in growing the company which recently received the Chesapeake Small Business of the Year Award in 2017.

Charlie is married to the former Dorothy Rice Hobbs and they have two sons, Charles II and David and four grandchildren. He is also active at Woodland Heights Baptist Church serving as a Deacon.
